Swtich from TIER2 ICT long term to short term

Hi I have TIER2 ICT long term visa but the COS for the same was cancelled in one month thus I cut short my visit.

Can I now apply for fresh tier2 ICT short term Visa without 12 month cooling period?

What was the original COS duration?
If originally the COS was granted for more than three months, cool-off period should apply
