Status Tracking Telephone Service Question - Spouse From Pak

Dear members ! your expert knowledge input is required.

I have sponsored my wife for UK entry clearance with following details.

Location Biometric/Passport Submitted: Islamabad - Pakistan.
Application Type: Spouse - Non Priority
Date Biometric/Passport Submitted in ISB: 30-Dec-2016
Sent documents to Sheffield: 05-Jan-2017
Received documents back from Sheffield: 10-Jan-2017.

Since this is non-priority, while staff at Islamabad told us around 12 weeks
time (which is not due as yet i must admit).

Out of curosity today on 3rd Feb 2017, i called Phone Paid Service to check the status.
The exact phrase the operator told me was: "AWAITING ENTRY CLEARANCE OFFICER ASSESSMENT".

I asked what does it mean? does it mean that application hasn't been touched at all ? Hasn't been assigned to any ECO?
OR this has been touched and now we are waiting for ECO's thoughts about it. The operator was totally flat. He said: this can mean anything.

In short, i would like to ask you guyz to give me your views, what exactly this means. The exact status written above, in how much time we should wait to hear from UKVI that decision has been made. any ideas?
