UK Spouse visa, but previous visa refusal from Canada

1) My wife is applying UK spouse visa from Philippines. One question is ‘Have you been refused a visa for any country including UK in last 10 year’. Her Canada Tourist visa was refused in 2010 because of financial and employment situation. Will this negatively impact UK spouse visa application?

2) If she doesn’t mention about Canada visa refusal, will this be considered as deception?

3) On previous expired passport, she never applied for any UK visa. Does she still need to include previous passport for UK spouse visa application?

Thanks for answers. For question 3, it seems previous passport still need to be supplied as they may want to confirm previous travel history. Here is the link which asks to include previous passport.
