Are Norwegians considered settled workers?

Are Norwegians considered settled workers?

I looked it up and Norwegians are allowed to work in UK like any EU citizen, but for t1E are they considered settled?

Yes, according to the guidance published for HO staff, Norwegians are considered settled workers.
