TIER 2 Dependent - switching for ICT LT

Hi all,

I am planning to switch from ICT-Longterm visa to TIER2-Dependent visa from within UK, can you please let me know where to apply(website url)?

I think this https://www.visa4uk.fco.gov.uk/ is to apply from outside UK only?
