Late WRS registration

Please if somebody can help me

I have a question about WRS. I have started part-time job work in April 2006 and self-employed in July 2006....three months later. I had two job at the same time. I did not register part-time job to WRS on time . I registered part-time job in October 2008. On the beginning of February 2009 I started another full time job which I did not register to HO. Somebody told me if I worked legal for one year I don't need to register this job. Legal is mean more than one year to be self-employed. I did right or not with registration.

1. Part-time Job April 2006 - February 2011 ( registered wrs in October 2008)
2. Self-employed July 2006- October 2009
3. Full time job February 2009- August 2012

a)Simply speaking should I register job(3) to HO or not.
b) time from April 2006 to October 2008 for job (1) was illegal or from April 2006 -June 2007 because of one year of self-employed
