Dependant Date for caluclating ILR requirement

I am eligible to apply for ILR this september through 5 year economic route Tier2 but my wife was granted visa later.
Her PBS dependent visa issue date was 15 Feb 2013 but she came to the UK 25 April 2013. Which date should we be considering for her 5 year eligibility to apply for ILR. Is it the visa issue date or the date she entered the country?

For dependents, it is the date of ENTRY to the UK that starts the residence period.

I am also in a similar situation. So one can apply for ILR 28 days before one completes 5 years after first entry.
