I think you need to start application for efm first. If you have tenancy contract in your name it is a good evidence that you are living together. Then you go to marriage register office to give a notice of marriage. The trick is that you don’t have a passport,b/c you submitted it with the application. And Ho won’t return to you. For marriage notice you need passport, and 2 evidence of address on your name. I advice you to go to registrar anyway. Ask them about another id proof.
So, 1. Apply efm
2. Give notice to marry

At all accounts have a tenant contract with your name.
