Requirement of police clearance certificate

I am applying for a Tier 2 general visa under a new employer.I have 2 queries.
Currently I am on tier 2 general visa and I am going to work under a new sponsor soon,by changing the visa .My doubts are

1. Under Which category would be my application come? Whether it is visa extension/ new visa?

2. Do I need a police clearance certificate from my country of origin where I was working before coming to UK? Because,I found a new rule on the documents section in the UKVI site which is applicable to those applying on and after 06/04/17, that is today

2. I believe it's only applicable for certain jobs. So what's your new job/soc code?
