EEA family permit for EFM query

Hello,

Thanks for having the time to read my query.

I am an EU citizen, living and working in the UK since March 2016. I am trying to bring my mother to the UK through the EEA-route.

My question is: Because of my mother is not dependent on me, can I apply for a EFM as we shared the same household for 25 years before I came to the UK,I am her only child, my dad is dead and she is on her own abroad ?
