3- part question re FLR(FP) Application

Hi,

I hope I'm not asking something that is elsewhere! I've looked all over and I cannot find any answers to what I'm looking for.

quick background: My application is as a fiance of a British partner. We were originally planning on getting married when my mother comes to visit at the end of June for a few weeks, but it doesn't look like we will be able to now, as my passport has been with HO since Dec 16 (when my application was submitted originally).

1. I made an original FLR(FP) application before my first visa ran out (which was a PBS visa), but I made an error on my original application and it was refused on 24/01/17 (letter received 27/01/17 - was sent as signed for mail but just showed up at my house?!). On the same day, 27/01/17, I received an IS.96 in the post relating to the application refusal; however, I submitted a new postal application that was received by HO on 04/02/17 (so within 14 days of the refusal; within grace period given in FLR guidance). I now have to report to a centre that is about 45 minutes by car (and over an hour and a half via public transport) every two weeks.

so my question for this first one is, can I get the reporting schedule changed? According to an FOI request about the IS.96, this form is meant to be used for those who are not legally in the UK(https://www.whatdotheyknow.com/request/ ... ons_and_li), and as my application falls within the ignorable grace period, I'm not sure why I must report? Additionally, the "Enforcement Instructions and Guidance" notes (found here https://www.gov.uk/government/publicati ... d-removals, in chapter 56, paragraph 3) that "Where reporting to a police station is considered essential, this should not be more frequently
than monthly
(unless authorised by an Inspector in exceptional circumstances)." So I'm not sure what the exceptional circumstances are that require me to go more often than monthly?

2. I was advised by a solicitor to apply under FLR(FP), but this was under my previous circumstances (I was awaiting a final divorce decree and as such I was not free to marry). As this has now changed, should I vary my application to an FLR(M) to reflect our upcoming wedding? As I am no longer allowed to work since my original application refusal, I don't really have the money to consult with the solicitor.

3. About the wedding - HO has all of my documents, so I am unable to make an appointment with my local registrar to give notice for us to marry. Has anyone had any luck with getting a certified copy of their passport from HO to do this? The registrar's office has told me a certified copy would be accepted.
