Permanent residence refused

Hi to all,
I submitted an application for the permanent residence as a EU citizen, but been refused on the grounds of: can't base my application on my unmarried British partner, as I work just for the last two years, I am a citizen of A2. We never claimed benefits, my partner was able to provide for both of us for all 5 year period. They said I could qualified as a self sufficient but even if we showed our financial status I needed to have and the comprehensive insurance which of course I don't have. We have as well a 4 years old child, British citizen as his father. I do have a registration certificate based on my employment. My question will be what can I do now? I think I don't have the grounds for appeal because I can't provide them with the insurance for the period 2011-2014. Is there any other application I can submit based on my British partner who've been more then 15 years continuously employed. Thank you.

Did you and your British Partner ever lived in another member state?
