PR AFTER 5 YEARS NEED HELP

Dear experts,
I am family member of EEA national. and i got 5 years resident card. my question is
1) Am i allowed to apply after 5 years completion of 5 year stay in UK as i came in UK as family member of EEA national.first i got 6 month entry visa from my home country. for resident card in UK i was refused first time due to a small mistake but second time i got my resident card.

2) or my time will start when i get resident card.
