Form SU07/12 help please

I have filled out form SU07/12 so that my Filipino wife who is living and working in Hong Kong can apply for her visa so she can come and live with me in UK. please can anyone advise where this form has to be sent too as cant find an address anywhere.. or do I send it to my wife who submits it with her documents.
We have spoken with an consultant in Hong Kong who has said I need to submit it so that it gets ok'ed and then send her a reference so that her application can be tagged to mine.

SU07 form IS NOT required for a spouse visa application. It is ONLY required for adult dependent relatives, ie parents/grandparents.

I am getting confused as my wifes consultant is saying that I need to process the sponsor form here in the uk.
at the same time that see process my wifes application in Hong Kong

See CR001's advice above. This isn't a requirement for a spouse settlement visa.
