family visitor visa documents

Dear Forum members,
I wish to apply for my mother to visit me for short period of time. She has been granted visitor visa at three occasions but was refused 4th time.
First time she visited Uk in 2007, then in 2009 and 2011. Each time she has 6 months visa but she left after 2/3 months each time.
4th time i applied for her for 2 years and first time for my father for six months in 2013. Both of them were refused stating that they might not go back to pak. Both were working in Govt sector and had leave approved, showed everything possible but still refused.
Now my father has passed away and my mum is retired. I wish her to apply for six months. Can anyone suggest me the appropriate list of documents to convince CW.
She has property on her name in home country, getting pension for her and also from my father's job. She has funds available to her. I have a brother and sister in home country, both married with kids. What family/social ties she can show to clear her intention of going back to pak.
Your help will be much appreciated.

My mother's VISA was also refused, then I provided lot of supporting documents and finally my mother got the visit VISA. Following is the cover letter that I used with list of documents that I had attached with the application:

i- Invitation/Sponsorship Letter
ii- Photocopies of Passport, Biometric Residence Permit to show current immigration status
iii- Account Maintenance Letter from Lloyds Bank, United Kingdom in name of "Your Name" dated 9th May 2016
iv- Last 3 months bank statement in GBP from "Bank Name", United Kingdom in name of "Your Name" from 3rd Dec 2015 to 9th May 2016, showing required funds for financial sponsorship
v- Employment Letter from Employer “Company Name” (Tier 2 Sponsor)
vi- Last 3 months payslips
vii- Tenancy Agreement
viii- Council tax Bill

F- Supporting Documents from my Husband “Husband Name” (Sponsor in the Pakistan):

i- Letter from my Husband “Husband Name” to confirm that he supports me financially and for my living and other expenses and that I have access to all funds in his bank account
ii- Account Maintenance Letter from National Bank Limited in name of my Husband “Husband Name”
iii- Last 12 months Bank Statement in PKR from National Bank Limited in name of my Husband “Husband Name” from 17th Jun 2015 to 17th May 2016
iv- Last 3 month payslips and employee identity card copy
v- House tax registration certificate, ownership documents (in Urdu Language), and translation (from Urdu to English Language) for house where I live with my Husband and two Sons and that my Husband “Husband Name” owns
vi- 1st Property ownership document (in Urdu Language), and translation (from Urdu to English Language) for property that my Husband “Husband Name” owns
vii- 2nd Property ownership document (in Urdu Language), and translation (from Urdu to English Language) for property that my Husband “Husband Name” owns
