Advice Needed for Tax Return Submission for FY 2016-17

Dear Experts

I am currently on Tier 1 (G) Visa and will be soon applying for my ILR.

I will be using my evidence of earning from July'16 till June'17 which is combination of FY 2016-17 and
FY 2017-18.

Is it advisable to submit the tax return for FY 2016-17 and then apply for ILR ? or it doesn't matter as the last date of filing tax return for FY 2016-17 is Jan'2018.

Also to mention I spoke to HMRC and asked them the same question they mentioned its good to submit the return but they won't be able to update there system until Jan'2018 even if I have done the due amount payments. Do this seem can cause any issue for my ILR application if I do an early tax return ?

The cargo cult thinking must stop on this issue. The Tier 1G ILR refusals have nothing to do with tax returns per se. It is generally due to applicant's failure to declare taxes/income correctly to HMRC in an attempt to get Tier 1 visa or extension.
You are under no obligation to file self assessments taxes early for ILR or any other immigration application.

Experts

In regards to file tax returns for FY 2016-17 I have been told by HMRC that they are having some issue in their software. The issue is related to new dividend tax rates introduced from FY 2016-17 and fix for this going to take time. As a result they are advising to file Paper Returns instead of Online Return.

And if I go with paper return they will take atleast 2 months to issue SA-302.

Considering the above fact that even if I file the paper tax return I won't be able to get the SA-302 before my ILR application (planned for next month) .

Hence my questions : What is the best way to declare my income (Salary + Dividend) earned during FY 2016-17 to home office ?

I do have a Payslip and Dividend Voucher and letter from Accountant confirming my income for that year , will this suffice to convince HO ?
