Refund of the IHS

My daughter filled out an online application for a temporary work visa to the UK and paid the Immigration Health Surcharge in April 2017. She subsequently received online confirmation of the IHS payment. However, on attending the appointment with immigration authorities in Sydney, Australia, she was told she should have applied for a Right of Abode as she has an English mother. Her earlier visa application was withdrawn. She later pursued a refund of the IHS with the immigration authorities and was advised she would have to provide a copy of the original visa application for the refund to proceed (even though she has an emailed confirmation of the IHS payment). My daughter didn't make a copy of this application, unfortunately. She is now working as a teacher in the UK. Is there any way she can pursue the refund in the absence of the paperwork required as this represents a substantial sum? It seems wholly unfair that she is penalised because she didn't make a copy of an online form which was later withdrawn by the authorities yet has an email which confirms the IHS payment was made in the first place.
