Uk work permit?

Hello i would like to know some information i wonder if somebody who is staying in italy with a work permit italien permesso di seiourno Have the right to apply for a work permit in the uk if yes may i know what is the procedure
Point to to noted the person does not hold an italien passport but his native country passport he got an italien identity card and a permisso si sejourno this is for information thanks
