Child born in india of ilr parents help needed

Me and my husband are permanently settled in united kingdom and our child was born in india in april 2017.my wife is in india for last 8 months .
I am filling Appendix 1 of vaf4a for my son. In part 1 it says
"Do not complete this part if you are applying as the child of settled parent(s) with limited leave"
Can anybody suggest if it needs to be filled for child of settled parents with ILR?
Also part 1 is quite confusing . Can u please suggest what shall i write in 1.12 -please provide details of your current care arrangements cannot continue to meet your needs ?
1.13 is the care you need still available in the country where you are living?
