Can he travel?

Me and a friend want to go Holland for a day or two but he only has a UK residence permit.
Will he be able to travel with just that?

No. It depends on his nationality. He probably has to apply for a Schengen visa.

He is from Afghanistan.

Afghanistan is on the list of countries whose citizens are required to obtain a Schengen visa in order to enter one of its member countries.

So im guessing it will take a few weeks to months to get a Schengen visa?

The process time can took 15 days.
