Having went through the process from NI, I understand your concerns. The form is of course mostly focused on those living in the Republic.
However for marriage purposes your residence is based on the Island of Ireland which includes NI and ROI. You should be able to provide details to show you have lived in NI for the past 3 years, please refer to the guidance sheet on the application form.
When asked for numbers provided by the Irish state put N/A. Also you should obtain a PSNI criminal record check, as they will require this to make sure you are of good character. Those applying from ROI will have these checked with the gardi but they require you to get this from PSNI as they don't have permission to obtain this.
