Recent email Techincal Issues by UKVI is it just me?

I posted earilier that i got an email from sheffield saying my app was sent to NY UKVI and its a settlement? dont get why. BUT i realized when the UKVI NY emailed me they gave me an old refunded GWF?

What is going on? I hope they are not processing an old refunded application. has anyone ever heard of this?
