Asylum Seeker applying for driving license?

Hi
can i apply for photo driving License on the following:

1-status : asylum seeker , Have my ARC card for Identification. (work is not allowed)
2-already had Paper driving License. (now Lost, but have photocopy).
3-Already insured and driving.
4-Lost my NI card ,Now Have NI letter.
5-NHS letter, already Registered with GP
6-My passport is retained by Home office when applied for asylum.
7-It is going be six months to my asylum application.

Kindly guide me, can I get photo driving License on the basis of these documents.

Is the paper driving licence from the UK, if so you should be able to get a photo ID driving licence.
