EEA Spouse visa

Hi,
I hope you are well. I am posting this question on behalf of my brother. He is Belgium National and moved the UK this month. His wife is in Pakistan. We have been told that he needs to live in the UK for three months and then his wife can apply for EEA Spouse visa to UK embassy in Pakistan.

Is this true? OR is there any possibility that his wife can apply for visa withing these three months.
