EEA Family Permit 3 months still waiting

Hi everyone.

I am non eu person married to eu national.
I have applied for EEA family permit on 5/04/2017
And it's been almost 3 months and I haven't headed anything back from them. Does anybody knows how long it can take. Howerver according to eu law it should take max 1 month.
So m I able to complain somewhere for this delay?

u need to wait at least 6 months to get answer
