Question for EEA family permit and SS route via Netherland.

Hello,
I hope this is the right place to write and hopefully i can get answers.
Im British citizen actually i have dual citizenship. My wife and i live in Holland more than 3 months and i ve been working full time since we came to Holland.My wife is from non-eu country and we have a baby which has british passport aswell.Everything went alright and it was easy to get visa to Holland.We got IND appoinment very quick and they gave 6 monhts visa sticker straight away.Now we are waiting for her RC.

Now my questions:

1.Can we apply eea family permit for uk with this temporary sticker under eu treaty rights?
2. We only wanna go UK for visiting my other kids because ex doesnt let them to come to see their new baby sister.But if we change our mind before 6 months FP expired can we go back UK and ask for RC under the Surrinder Singh case?

3. When we apply for FP do i have to mention this?

4. For application do we have to get translation for all the documents like payslips, house contract, utility bills?Our marriage book, job contract, bank statements, letter from employer are in english.

5. Is there any visa fee for FP?Do we have to go to TLScontact office for biometric photo and finger print?Any charge for this? Thank you so much for your helps in advance.
