Irish C Visa For Mother

HEllo All
I am bBritish citizen and I apply for my mother Irish visa from Pakistan under Directive 2004/38/EC on 21/09/2015 after 22 months waiting they withdrown her application with out any decision.
Reason for withdrown they send me letter in april asking some information and I did not reply back.I can confirm I have not receive any kind of letter or email from them which they asking some information.
this is completely unjustice and unfair for removing her application.
plaese any comments or advice for me
