Minimum partner age under EU law

I'm british national and I've been living in Netherlands for the last 4 months. I just got married from Bangladesh and my wife is 18 years old. I know UK law minimum age is 21 so what's the minimum age requirements are under EU law? And what application form/visa do I apply?

It's 18 under UK law too....
