form AN referee order

form AN referee order

This is regarding the query related to referee order in form AN . In my AN form the first referee details was filled by a UK citizen (non-professional) and second referee details was filled by a professional person(Director of a VAT registered company).

Is it mandatory that first referee should always be a professional person ?. If that is the case then I have to get the referee sections filled again by the two referees by swapping the first referee and second referee sections.
Could you please clarify.
