Spouse visa for Jamaican husband

Hi

I'm finding the new April 2017 forms confusing as well as fees. My husband and I married in April 2017 in Jamaica. He has never left the country but has a Jamaican passport.

How do we start the process to get him into the UK, which form, online or paper based, and what is the fee, does he have to pay NHS fees?

I've read the forms over and over but because VAF4 is still online as is settlement form, not sure which process is for us.

VAF4A which is online only and Appendix 2/FM which is paperbased.

£1464 visa fee PLUWS £600 NHS fee.

Correct yes, he is apply for a 'spouse settlement visa'.
