question on tax matter while applying (Good character)

Does an open tax matter such as late payment of income tax on interest on savings in a European bank account (including possibly a late payment fine) reduce the likelihood of success of the application for naturalisation if the applicant is in the process of rectifying the issue with HMRC?

Do such matters need to be stated on the application form and if so how?
