TIER 2 application form

Hi Guys,
I am in the process of visa application for tier2 as i have changed employers but my previous BRP s still valid for 2 years.
but the only access to the application form is via extend visa to open the application form, although it s not an extension. so should i carry on or is there a different form for a new visa application inside the UK?. because when you open any link to apply online it takes my to the same page anyway?.
