How to request Priority Fee refund

Hi I have asked UKVI to refund the priority fee as it has exceeded the 60 business days, I was initially told they were contacting people where they failed to meet the processing time and will be refining. Today I get another email saying they dont refund and to take it up with VFS Global. I am confused now as I tried to do it thru VFS Global and it says I cant get a refund as we have had the appointment already. Please help
