Eea family permit

Hi everyone,
Who can help me please to explain for me how can i apply for an eea family permit from tunisia knowing that my wife is resident in the uk for 10 years already.we get married 4 months ago and i already have the wedding certificate.
I dont know what to do next really and i feel lost and misleaded.
Anyone please can exllain it to me and help me to clerify the way.
