(IHS) payment service

Since 02/10/2017, I cant pay the "IHS", when I am choosing the country and making an appointment for my spouse outside the UK for Biometric, in the next step to pay the IHS the following error appears.

I contacted UKVI and they not helping at all.

there anyone experiencing the same issue since 02 or 03 October 2017.
