The criteria to switch from Tier 4 to Tier 1 is (directly from the guidance document)
Switching from Tier 4 (General)/Tier 4 (Child) routes
30. If you are in the UK with permission to stay as a Tier 4 (General) Student/Tier 4 (Child) Student,
you can only make an initial Tier 1 (Entrepreneur) application in the United Kingdom with access to not less than £50,000 from:
one or more UK Seed Funding Competitions, listed as endorsed on the Department for International Trade (DIT) pages of the GOV.UK website, or
one or more UK Government Departments, or Devolved Government Departments in Scotland, Wales or Northern Ireland, and made available by the Department(s) for the specific purpose of establishing or expanding a UK.
You can't depend on your own funds to meet the 50K requirement.
Call up DIT - they are always busy but if you can get to talk to one of the business advisers, they are generally helpful and keen to further start-ups.
How easy or difficult depends on what ideas you have, your qualifications, what value they feel the business will add to their objectives of promoting UK.
It may always be easier if you are willing to start up in Wales or Scotland rather than London.
