I think this is only for applications 'Inside the UK'.

Is there a way to track application 'Outside the UK' apart from emailing and calling both of which are paid services.

Yeah. Struggling to understand why UKVI cant provide service similar to 'Inside the UK' applications when most of the applications are processed in Sheffield anyways.
