[URGENT] Mystery played by Home Office

I'll keep it simple and short. Please respond to my query if you have any knowledge.

My husband is British Citizen and living in UK. I applied for UK spouse settlement visa, along with my daughter. Regardless of paying priority services and facing extended delays, we got a positive reply from home office and after 4 months we got a call from courier service and luckily my daughter's passport was there with a VISA sticker [VISA TYPE]: (To be ACC/CYR - Mother name). Note down she was 17 when we applied but now she became 18. Now here a question appears, can she travel alone? You would be thinking why...
I, as an adult haven't received my passport yet which is a mystery here. If my child doesn't travel by 8th of Nov, 2017, her sticker will probably be expired and she will have to apply for another one which is not a process we're looking for. I've no idea when will they send me my passport, and on other hand issued my daughter and gave her a short timeline beforehand knowing it would be impossible for her to travel without me being my dependent (which she was? She is 18 now). Coming to the question no 2, why are they doing it - has anyone faced such situation before?

Yes, I've raised up a paid 5 pounds query to the home office which will take forever to respond, and called multiple times but failed to get in contact with that specific department. Please guide what should I do in my case? Whom to contact? Any emails/numbers would be appreciated.

May be your passport miss handle by courier department.

As you mentioned daughter is over 18 . But visa issue as dependent.
I think tell your husband before expire come to home country and travel with daughter .
Meanwhile if you get your passport you all travel together.

It may have been mishandled but nobody is taking responsibility nor responding back to such sensitive matter.

I tried to contact both Home Office and VFS Global services; HO take ages to respond and courier services are saying they haven’t received it yet.

My husband can’t travel here on such a short notice. He is employed and travelling requires huge amount of stress financially and mentally.

Should I let go off my daughter alone on VISA issued to her as mentioned in main topic? Or would she be stopped at any point? She is an adult now.
