CLARIFICATION(ILR INCOME THRESHOLD)

Dear Gurus and members,
Can you please clarify if how much is the minimum income threshold for ILR (SET M)? My husband earns £21,600 per year and UKVI said I am not qualified for ILR because of inadequate maintenance.If in case they made mistakes on my application,will they be able to grant me ILR once they realised they're wrong? Please any advice will be appreciated.Thank you.
