Procedure for Priority Application from Bangalore India

Hello,
I would like to apply under priority scheme - however the process is not very clear. I have gone through responses in this forum and would like to get confirmation of my understanding about the process:

1. For Tier 2 application there is no way to apply for priority online
2. The application needs to be submitted online and then priority option can be availed at VFS office by paying additional fees

Is that correct understanding? Hope to get quick responses to this one!
