Priority visa service

Hi, I'm applying for settlement visa for my fiance to come to the UK. I want to get the priority visa serivce.

Simple question: Do I pay for this before or after I complete the Visa4uk online application?

It is not clear on VFS or Visa4UK websire and it would be an expensive mistake to make.
