Railway Penalty Fare Question

Hi all,

I saw a few similar topics but wanted to get further clarity on a railway penalty fare when it comes to declaring it on the naturalisation form.

A few months back I was issued a penalty fare of £20 from south western railway which was paid on the spot. I then appealed online for a refund at the AS Appeals Service but my appeal was declined.

Now I understand this is not a criminal offence but does anyone know on whether it counts as a civil offence and if it needs to be declared as such in the form?

I am also unsure on whether this would fall under "fines" or the "fixed penalty" section under the good character requirements guide?

If someone could provide clarity it'd be much appreciated!

I guess all I would need is an answer on whether this would count as a fixed penalty notice and I should therefore declare it in the application?
