Is carer's allowance permitted income?

Is carer's allowance permitted income?

Hello, I'm wondering if anyone knows if carer's allowance counts a permitted income as a contribution towards adequate maintenance as set out in appendix fm 1.7a? 1.7a doesn't mention carers allowance specifically, just tax credits, income related benefits, contribution based benefits etc. Carer's allowance doesn't count as any of these; I know whether you get carers allowance is related to your income, but it isn't defined as an income related benefit by the government unlike jsa, for instance.
