If the PBS 5 years calculation as follows:
from 27/6/2015 to 27/06/2020 ,and the PBS partners visa expires on 15/06/2020 , 12 days before completing the 5 years.
Is it possible if the PBS partner applies on 30/05/2020,that means 28 days before the 5 years competing and before visa expiry?

Yes, you should be able to.
It is a bit of a grey area as she would not have 5 years "lawful" stay (as she does not have a valid visa between 15/6 and 27/6). However, since Section 3C will kick in before the visa is processed, she would have got to 5 years of lawful stay by then.
But if you can, apply closer to 15/6 rather than on 30/5 - not much of a difference but still.
