EEA Family Permit or visa

For me this is a sort of gray area and would like some advice based on experience.

I've got a friend who's an EU national and lives in the UK. Her mother is a citizen of an African country and my friend would like to invite her to the UK for two weeks.

My understanding is that a family permit would be suitable for this. However, I see one of the requirements is that the family permit is for a dependant of the EU national living in the UK. But her mother is not dependant on my friend. So it seems she does not meet the requirements.

What options are then available for the foresaid purpose? A normal visa based on UK immigration rules?

Yes, standard visitor visa looks like the most suitable.
