Decision withdrawal

Hi Guys,
I wanted to know the possibility of Home Office withdrawing an appeal asylum case and after review, refuse again. Has this happened to anyone before?? I have found Home Office guidance on the internet stating that an appeal decision can not be withdrawn unless there's a possibility of grant a status.

Would appreciate your help ! Thanks
