Sponsor overseas Sibling - UK LTD company

Can a naturalised BC, director of (relatively small) Limited company with HO Tier 2 sponsorship license/ability sponsor for Tier 2 employment, a 1st degree overseas relative (sibling)?

The sibling holds UK master's degree and in most likelihood be considered highly skilled worker.

Is there some conflict of interest guidance in HO in relation with Tier 2 sponsorship?

How will you show that the full RMLT has been carried out and that your sibling hasn't been pre-selected for the position.

Not possible to sponsor a sibling as far as I understand. Page 39 in link below.
