Some people say HO Can not refuse visa without asking IHS for the child because they must consider full application before making any decision. I am not sure why HO is not asking for IHS for my child (he applied as a dependent of my wife) via spouse visa route of a settled person. His age is less than 2 years old. Anyone in the same situation?

Priority/Non-Priority: Priority
Application submitted online: 21st January
Date biometrics taken: 12th February
Sms Received Docs. forwarded to UKVI: 12th Feb.
Documents sent via post to Sheffield: 9th Feb.
Documents received via post Sheffield: 12th Feb.
Original Documents returned: 15th Feb.
Email saying Docs. received at UKVI: 13th March
Online application has been received at the Uk DCM and being prepared for consideration by Eco.
Office processing visa: Sheffield, UK
Timeline given: 12 weeks (Priority 30 BD)
Email from UKVI Pay for Dependent IHS: never received any email link to pay the IHS ( looks like a refusal)
Sms Of Processed Visa from vfs: 28 March
Email Of Processed Visa from UKVI: 28 March
Date of Passports Delivery: Since holiday in Philippines 29&30 March (holy thursday and good friday) then sat.&sun. no delivery, I am expecting our passports to be delivered on Monday 2nd April.
Total waiting time: 32 days (as per ukvi decision email and sms from vfs)
I am trying my best to still be optimistic that our applications was granted, but I have been following different forums wherein I read so many situation that IHS for dependent normally needed to settle first before visa will be granted.
Once I already have our passports hopefully on monday, I will update again what is the outcome.
