Who creates Tier 2 Dependant application?

Hi everyone,

My fiancé is a Tier 2 visa holder, who's been working in the UK for the past 2 years. We are getting married in Moscow as both hold Russian passports. I am a bit confused whether I need to apply for dependant visa myself (from Russia), or he should apply from the UK on my behalf?

Basically my question is: when a couple doesn't apply at the same time, who creates the application - Tier 2 holder or the dependant?
