My little brother EEA family permit has been approved. Does he need to travel within one month to the UK or he can travel within six months?

for my younger brother we gave them the following documents;

Application form
TB Test
Bank Statements 6 months
Tenancy Agreement
Job Letter
Payslips 6 months
His Birth Cerificate
Original Passport
